RIPA Forms Guidance

A guide to the completion of standard Home Office forms for carrying our covert surveillance under Part 2 of the Regulation of Investigatory Powers Act 2000(RIPA).

Poor form filling is a regular criticism made by the Office of Surveillance Commissioners (OSC) when doing compliance inspections of local authorities. Up to now there has been no published guidance on how to complete the forms properly. This is essential if officers want to take advantage of the RIPA Shield and avoid adverse OSC reports.

Ibrahim Hasan has developed detailed guidance on how to complete the standard Home Office RIPA forms for Directed Surveillance and CHIS specifically for local authorities.
